All solicitations must be submitted to the City of Salem, Purchasing Department, no later than the given date and time. Any Bid or Proposal received after the closed date and time for submittal, whether by mail or otherwise, will be rejected and returned unopened.

The City reserves the right to waive any informality or irregularity in any solicitation received and to reject any and all Bids and/or Proposals, as it deems in the best interest of the City.

RFP # 2017-006 - Advanced Metering Infrastructure (AMI) System


Description:

The City of Salem, Virginia, is requesting sealed proposals from qualified Offerors for the installation and implementation of an Advanced Metering Infrastructure (AMI) System for the City’s electric and water systems.

There will be two (2) MANDATORY pre-proposal conferences in the City’s Electric Department conference room located at 730 West Main Street, Salem VA 24153. The first conference will be on Monday, June 26, 2017 at 10:00 a.m. and the second conference on Tuesday, July 11, 2017 at 2:00 p.m. Offeror MUST attend ONE (1) of the scheduled conferences in order to submit a proposal.   

Sealed proposals will be accepted in the City of Salem Purchasing Department, located at 114 North Broad Street, Salem, Virginia 24153, on or before 3:00 p.m., on August 16, 2017, at which time the proposals will be opened. Proposal information may be obtained by calling 540-375-3063 or emailing cnswitzer@salemva.gov.

The City of Salem reserves the right to reject any or all proposals and to waive any or all informalities or irregularities in any proposal. The City reserves the right to award as it deems in the best interest of the City of Salem.

No proposal may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Offeror must give the City a notice in writing of the request to withdraw a proposal within two (2) business days after conclusion of opening.

ITB # 2018-002 - 2017-2018 Road Maintenance Program


Description:

The City of Salem, Virginia, is requesting sealed bids from qualified Bidders to provide materials and services for the City’s 2017-2018 Road Maintenance Program in accordance with Invitation to Bid (ITB) # 2018-002.

The Successful Bidder must ensure that all work will be completed no later than June 30, 2018.

Each bid shall be accompanied by a bid security in an amount equal to at least five percent (5%) of the largest amount of which BID is made and, at the option of the Bidder, may be a certified check, bank draft, or bid bond. No bid will be considered unless it is so guaranteed. Certified check or bank draft shall be made payable to the City of Salem. Cash deposits will not be accepted. The bid guarantee shall insure the execution of the Contract and the furnishing of a Performance Bond and a Labor and Material Payment Bond each in the amount of One Hundred percent (100%) of the Contract amount.

One (1) original and one (1) copy of the sealed bid will be received at the office of the Purchasing Department for the City of Salem until 3:00 PM on August 30, 2017 at which time the bids will be publicly opened and read aloud in City Hall, 114 North Broad Street, Salem, Virginia 24153.
