All solicitations must be submitted to the City of Salem, Purchasing Department, no later than the given date and time. Any Bid or Proposal received after the closed date and time for submittal, whether by mail or otherwise, will be rejected and returned unopened.

The City reserves the right to waive any informality or irregularity in any solicitation received and to reject any and all Bids and/or Proposals, as it deems in the best interest of the City.

Bid Posting

Invitation to Bid (ITB) # 2017-021 - Grading and Stabilization Services at Mowles Spring Park


Description:

The City of Salem, Virginia, is requesting sealed bids from qualified Bidders to provide grading and stabilization services at Mowles Spring Park located at 3800 12 O’clock Knob Road, Salem, VA 24153. Work consists of constructing a sediment basin/SWM pond and grading/stabilization of steep slopes. All work will be in conformance with the approved plans provided in Attachment B to this ITB.

The bid shall include all labor, materials, equipment, tools and services necessary to complete the work as described in this Invitation to Bid including any attachments. Proper disposal of all waste material shall be in compliance with local, state and federal regulations.

There will be a MANDATORY pre-bid conference held at 10:00 a.m. on Tuesday, April 4, 2017 at the City of Salem City Hall, 114 N. Broad Street, Salem, VA 24153. A site visit will be conducted at the conclusion of the pre-bid conference. Bidders MUST attend this meeting to submit a bid. 

The Successful Bidder agrees to complete the Work within one (1) month from the issuance of the Notice to Proceed. The project duration is subject to adjustment as agreed to by the City and Successful Bidder.

Each bid shall be accompanied by a bid security in an amount equal to at least five percent (5%) of the largest amount of which BID is made and, at the option of the Bidder, may be a certified check, bank draft, or bid bond. No bid will be considered unless it is so guaranteed. Certified check or bank draft shall be made payable to the City of Salem. Cash deposits will not be accepted.

One (1) original and one (1) copy of the sealed bid will be received at the office of the Purchasing Department for the City of Salem until 3:00 PM on April 11, 2017 at which time the bids will be publicly opened and read aloud in City Hall, 114 North Broad Street, Salem, Virginia 24153.

The City of Salem reserves the right to reject any or all bids and to waive any irregularities or informalities in the bidding.       

No bid may be withdrawn after opening except for clerical errors, as set forth in Section 2.2-4330 of the Virginia Code. Bidder must give the City a notice in writing of the request to withdraw a bid within two (2) business days after conclusion of opening.
