Mission:

Our mission is to protect the life, safety and welfare of our citizens, visitors and businesses by contributing to the preservation of our historic resources and present and future economic viability of the City of Salem.

To do this, we work to fairly and efficiently enforce the Virginia Uniform Statewide Building Code by regulating the safety, design, use or occupancy of all buildings and structures within the City of Salem.

2018 and 2015 BUILDING Codes:

The State of Virginia adopted the 2018 building and related codes on July 1, 2021.  For one year past that date, it is the option of the applicant(s) to use either the 2018 or the 2015 building codes.  The City of Salem will enforce only the 2018 building and related codes after July 1, 2022.  Any plans and supporting documentation submitted after that date must show compliance with the 2018 codes.

The 2018 virginia building and related codes can be reached by clicking here:

2018 commonwealth of virginia codes

The 2015 virginia building and related codes can be reached by clicking here:

These codes may be viewed and purchased at the international code council website.

NOTE: contractors must have a valid business license in order to obtain a permit.  please visit the city of salem commissioner of the revenue site for business license requirements or call (540) 375-3019.
